Jueves 26 de enero por la mañana. La noticia no demora en llegar. Ha fallecido el ex gobernador Alfredo Avelín. ¿Cómo escribir sobre un hombre poco común en la política argentina? Lejos del panegírico al que se verán tentados los lisonjeros de siempre. Y también lejos de la descalificación reduccionista que suele poner en marcha el aparato hegemónico, heme aquí en la compleja tarea de despedir a un político que no pasó inadvertido.
Fue candidato a gobernador siete veces. En la última se le dio. Cuando llegó, ya no tenía poder. Empujado por una Alianza que fracasó en el país y también en San Juan. Se presume, la historia lo dirá, ayudó a la caída el gobernador Gioja y el ex presidente Duhalde. Entonces eran socios. Es una historia larga. Mejor dejarla para otra nota.
Murió con 84 años. Fue un hombre que, como todos los hombres, tuvo contradicciones y convicciones. ¿Quién puede declararse inmaculado a esta altura de la historia? Durante su juventud militó junto a Frondizi, y llegó a ser intendente de la Capital durante la gobernación de Américo García, uno de los pocos gobernadores honestos que tuvo el país. Fundó un partido provincial, Cruzada Renovadora, que tuvo una fuerte presencia en la política local hasta el 2002, año de la caída de su gobierno.
Don Alfredo fue electo gobernador de San Juan el 16 de Mayo de 1999 con el 54 porciento de los votos. El 10 de diciembre asume el mandato bajo la insignia de la “Alianza por San Juan”. Fue un gobierno de coalición, su poder se dividió entre varias fuerzas, las cuales, desde sus cúpulas, no siempre le fueron leales. Nadie olvida las sonrisas de aquellos pusilánimes que se solazaron con su ocaso político. Tampoco se olvida que Avelín tuvo sus errores políticos. Algunos muy gruesos. Cuando recibió a Mohamed Alí Seineldin en días en que el ex golpista recorría el país soñando con formar una fuerza política. No era un semidios, era un hombre. ¿Quién de nosotros no cometió errores?
Entre sus aciertos anotaremos su sinceridad. Cuando Cavallo asumió el ministerio de Economía, don Alfredo le recordó al superministro: “usted ha sido el jefe de la mafia, espero que haya cambiado”, le gritó. También fue contra el actual gobernador Gioja, recordándole sobre el caso de las coimas en el Senado. Durante ese escándalo de corrupción, el actual gobernador era senador y en principio figuró en el papel que presentó Pontacuarto.
Avelín fue el único gobernador del país que se negó a firmar los “14 puntos” exigidos por el FMI. Además, en defensa del patrimonio de la provincia, vetó la ley de regalías mineras. Fue diputado nacional desde 1989 al 1992 y fue senador nacional desde 1992 al 1999. Se opuso a las privatizaciones de YPF y Gas del estado, de los ferrocarriles, del Correo argentino y del Banco Hipotecario. Asimismo votó en contra de la entrega del ahorro de los jubilados a las AFJP. Trabajó incansable en el tema de los hielos continentales patagónicos. Su idea era defender glaciares y hielos como reservas a futuro de agua dulce. También se opuso a la Ley federal de educación y al envío de tropas al Golfo Pérsico. Algo que sí fue votado por los entonces senadores Leopoldo Bravo y Eduadro Pósleman.
El 26 de agosto del 2002, tras un acuerdo de sectores políticos, sociales y gremiales fue destituido por la legislatura provincial luego de un juicio político. Argumentaron que el gobernador ponía “en riesgo el normal desenvolvimiento de la administración y no pagar sueldos”. La política tiene sus actos de magia. Ni bien lo voltearon apareció la plata. El entonces vicegobernador en funciones de gobernador, pagó los sueldos.
